Why the Galápagos Is a Global Shark Stronghold

Few places on Earth can claim what the Galápagos Marine Reserve (GMR) can: a fully protected body of ocean where commercial fishing is prohibited, where industrial fleets are barred from operating, and where the cold, nutrient-rich waters of the Humboldt Current converge with equatorial warmth to produce an explosion of marine productivity that feeds every link of the food chain — sharks included.

The GMR was first established in 1986, expanded and formally named in 1998, and its World Heritage status was extended to include the marine zone in 2001 by UNESCO. Today, only small-scale artisanal fishing by registered Galápagos residents is permitted within the original reserve boundary. The result is one of the most intact shark ecosystems on the planet.

Darwin and Wolf Islands, in the far north of the archipelago, have been independently measured as hosting the highest shark biomass on Earth — an average of . Hammerhead schools here can number in the hundreds. Whale sharks aggregate seasonally, with research by the Charles Darwin Foundation and partner organisations showing that approximately 90% of individuals passing through are likely pregnant females — a phenomenon documented nowhere else in the world.

The threats are real, however. Migratory species — whale sharks and scalloped hammerheads in particular — leave the reserve’s protection as they follow ocean temperature gradients and prey. Outside those boundaries, industrial fishing fleets from multiple nations operate at the edge of Ecuador’s exclusive economic zone. Bycatch and targeted finning remain serious concerns. Between 2018 and 2020, Galápagos National Park Service (GNPS) personnel intercepted 136 unauthorized Ecuadorian industrial vessels within the reserve, according to publicly available figures. In 2017, a Chinese vessel was seized carrying over 6,000 sharks. The reserve is well managed; its borders are not impenetrable.

Species by Species: The Sharks of the Galápagos

Galápagos Shark (Carcharhinus galapagensis)

The species that gives the islands their claim on the shark world is also the most visible. The Galápagos shark (Carcharhinus galapagensis) is a large, grey-brown requiem shark that reaches up to approximately 3.3 metres in length and is broadly distributed across the world’s remote oceanic islands — but it is nowhere more reliably seen than here, in the waters that bear its name.

Behaviourally, it is one of the most inquisitive sharks a diver will encounter. Where populations are dense, individuals will approach divers closely and persistently. This is not aggression — it is curiosity, and experienced guides manage it as such. However, the species has been recorded displaying pre-attack posturing (arched back, lowered pectoral fins) and, in rare circumstances, has been implicated in incidents involving spearfishing or the presence of fish blood in the water. Standard dive protocol — calm movement, no spearfishing, no feeding — is entirely sufficient.

Juveniles are typically confined to waters shallower than 25 metres, where they are less vulnerable to cannibalism by adults. Adults form loose aggregations, often swimming just above the substrate, and are found throughout the archipelago on coral and rocky reef habitats. WHERE TO SEE IT: Virtually all dive and snorkel sites across the archipelago offer Galápagos shark sightings. Particularly reliable: Gordon Rocks, Kicker Rock, Cape Marshall (Isabela), and the northern islands of Darwin and Wolf.

Whitetip Reef Shark (Triaenodon obesus)

The whitetip reef shark is the animal most snorkellers in the Galápagos are most likely to encounter face to face — because it is the one most likely to be lying perfectly still on a sandy patch beneath them. Unlike most sharks, which must keep moving to breathe, whitetips can pump water across their gills and rest motionless on the reef bottom for extended periods. This behaviour makes them one of the most photogenic and accessible sharks in the world.

They are slender, reaching a maximum length of around 2.1 metres, and distinguished by the white tips on their first dorsal and caudal fins. Their diet is primarily reef fish and cephalopods, and they are among the most benign sharks a snorkeller can share water with. They are not territorial towards divers.

IUCN status: Vulnerable (global assessment — ). Populations have declined in many parts of their range due to reef degradation and fishing pressure. The Galápagos reserve provides meaningful protection for the resident population.

WHERE TO SEE THEM: Reef dive sites around Santa Cruz (Gordon Rocks, Academy Bay margins), San Cristóbal (Kicker Rock, Punta Pitt), and shallow bays around Isabela. Snorkellers with calm water and a patient guide will frequently see them resting in 3–10 metres of water.

Blacktip Reef Shark (Carcharhinus melanopterus)

The blacktip reef shark occupies shallower water than most of its relatives, often patrolling reef margins and lagoon edges in as little as one to two metres of water. Its black-tipped fins — all of them — are unmistakable. It is a smaller species, typically reaching around 1.8 metres, and is among the most widely distributed reef sharks in the Indo-Pacific and eastern Pacific.

In the Galápagos, blacktips are less abundant than the whitetip reef shark and Galápagos shark, but are reliably present at many sites. Their shallow-water habit means snorkellers occasionally encounter them at the edge of beaches and in sheltered coves. They are not considered a threat to snorkellers or swimmers under normal circumstances.

IUCN status: Vulnerable (2020 global assessment — populations estimated to have declined by up to 49% over the past 44 years due to exploitation and habitat loss). Listed on CITES Appendix II from November 2023.

WHERE TO SEE THEM: Shallow reef margins and sheltered bays throughout the archipelago. Santa Cruz and San Cristóbal inshore reefs are reliable locations.

Scalloped Hammerhead (Sphyrna lewini)

There is a reason experienced divers plan entire itineraries around the scalloped hammerhead. Here, in the Galápagos, they gather in schools — not pairs, not dozens, but sometimes hundreds — turning the blue water column at Darwin and Wolf Islands into one of the most arresting spectacles in natural history. The wide, hammer-shaped cephalofoil that defines the species serves a sensory function: it carries electroreceptors and lateral line sensors that allow the shark to detect prey buried in sand with exceptional precision.

The Galápagos sits at the centre of the scalloped hammerhead’s world in the Eastern Pacific. Research by the Charles Darwin Foundation has found that during the cool season (June–November), up to 90% of monitored individuals remain within the marine reserve — a remarkable concentration driven by the upwelling currents and prey availability. During the warm season (December–May), that figure drops to around 30%, with individuals dispersing more widely and spending more time at depth.

The species is Critically Endangered globally (IUCN, 2019 assessment). Overfishing for the fin trade and incidental bycatch have reduced populations significantly across their range. The Galápagos population is among the best-protected aggregations in the world, but its migratory nature means the reserve alone cannot guarantee the species’ survival.

WHERE TO SEE THEM: Darwin and Wolf Islands are the definitive hammerhead destinations — liveaboard only (approximately 100 km north of Isabela). Accessible sites including Gordon Rocks (Santa Cruz) and Kicker Rock (San Cristóbal) offer encounters year-round, though typically in smaller groups. Snorkel sightings of hammerheads are rare and unpredictable; the species is primarily a diver experience.

Whale Shark (Rhincodon typus)

The whale shark is the largest fish in the ocean — a filter feeder that can reach and sustains itself on plankton, small fish, and fish spawn. Its presence in Galápagos waters is one of the most remarkable findings in contemporary marine biology: the aggregation at Darwin and Wolf Islands is composed predominantly of what appear to be pregnant females — approximately 90% of individuals, according to research by the Galápagos Whale Shark Project and collaborating institutions. No other site in the world shows this pattern consistently.

Why pregnant females aggregate here is still under investigation. The working hypothesis is that the cold, nutrient-rich upwelling creates an exceptional feeding environment during a period of high energetic demand. Where these females give birth remains unknown — despite tagging programmes and the first-ever ultrasound performed on a wild whale shark in Galápagos waters (Galápagos Conservation Trust, 2017).

IUCN status: Endangered (upgraded from Vulnerable — populations estimated to have declined by over 50% globally in the past 75 years). Listed on CITES Appendix II. Threats include bycatch, vessel strikes, marine pollution, and illegal trade in fins, gill plates, and liver oil in some markets.

WHERE TO SEE THEM: Darwin and Wolf Islands, June–October (peak July–September). Accessible by liveaboard only. Occasional sightings have been reported at central island sites but cannot be predicted or relied upon. This is a liveaboard experience.

Darwin & Wolf Islands: The Northern Frontier

Darwin Island and Wolf Island sit roughly 100 kilometres north of Isabela, separated from the main archipelago by open ocean and accessible only by liveaboard vessel. They are among the most remote dive destinations on the planet, and among the most rewarding. The convergence of the Cromwell Undercurrent, the Humboldt Current, and equatorial surface water here creates an upwelling system of extraordinary productivity. The result, documented by researchers and experienced by thousands of divers, is the highest shark biomass per unit area measured anywhere on Earth .

Darwin’s Arch — A Note on the 2021 Collapse

On 17 May 2021, the natural arch structure that gave Darwin’s Arch its name collapsed into the sea due to natural erosion. Ecuador’s Ministry of Environment and Water confirmed the event the same day. The two supporting rock pillars — sometimes now called Darwin’s Pillars or Darwin’s Towers — remain standing. The dive site itself is entirely unaffected: the underwater terrain, the cleaning stations, the ledges used by hammerheads, and the open-water columns where whale sharks patrol are unchanged. Liveaboards continue to visit Darwin Island on every scheduled expedition.

The collapse was a geological event, not an ecological one. Divers should be aware that the famous arched silhouette they may have seen in photographs no longer exists above water. Below the surface, nothing has changed.

Dive Conditions at Darwin & Wolf

These sites demand experience. Strong and unpredictable currents, thermoclines that can alter buoyancy suddenly, and open-water blue environments characterise most dives. Advanced Open Water certification (or equivalent) and a minimum of 50–100 logged dives are standard requirements imposed by responsible liveaboard operators. Nitrox is recommended. Visibility ranges from approximately 10–30 metres depending on conditions.

The protocol at Darwin is patience over pursuit: guides typically position divers on a rock ledge or sandy shelf and instruct them to remain still. The hammerheads come. Chasing or rising into the water column disrupts the encounter and alarms the animals.

Kicker Rock and Gordon Rocks: The Accessible Sites

Kicker Rock (León Dormido) — San Cristóbal

Kicker Rock — known in Spanish as León Dormido (Sleeping Lion) — is the defining natural landmark of San Cristóbal Island and one of the most accessible shark dive sites in the entire archipelago. It rises steeply from the ocean surface as a pair of tuff columns, split by a narrow channel through which the current runs. Day trips from Puerto Baquerizo Moreno on San Cristóbal take approximately 45 minutes by panga.

Kicker Rock is both a dive and a snorkel site. Snorkellers navigate the channel in calm conditions with guides, and regularly encounter whitetip reef sharks resting below, Galápagos sharks patrolling the walls, and — seasonally — hammerheads visible from the surface. Divers penetrate deeper into the channel and around the base of the formation, where encounters are more reliable and varied. This is one of the few sites in the Galápagos where a dedicated non-diver has a reasonable chance of a meaningful shark encounter.

Gordon Rocks — Santa Cruz

Gordon Rocks, accessed by day boat from Puerto Ayora on Santa Cruz, is one of the more technically demanding day dive sites in the Galápagos. The site — a collapsed volcanic crater whose rim is largely submerged — generates powerful current conditions that make it unsuitable for beginners. Its reputation is built on hammerhead encounters, and in the cool season (June–November), schools are frequently reported here, typically at depth.

The cold season (June–November) also brings better chances of manta ray and ocean sunfish (Mola mola) encounters. Gordon Rocks is a dive-only site; snorkel access to the deeper shark activity is not possible. The site is most productively dived during the cool season for maximum pelagic activity.

Other Notable Sites for Accessible Shark Diving

Cabo Marshall (Isabela Island) is highly regarded for Galápagos shark and whitetip reef shark encounters, and for the occasional hammerhead. It is accessible by liveaboard or, for some itineraries, from land-based Isabela operations. Punta Pitt (San Cristóbal) and the waters around Genovesa Island offer reliable Galápagos shark and occasional hammerhead activity.

Shark Behaviour and Safety: What to Know Before You Dive

The naturalist perspective on sharks in the Galápagos is simple: these animals are adapted predators operating in their native environment, and a diver entering that environment is a visitor. The precautions required are commonsense, not exceptional.

Verified incidents involving sharks and divers or snorkellers in the Galápagos are extremely rare. No statistics on attack frequency are stated here without a verified source . The species most commonly encountered — whitetip reef sharks, blacktip reef sharks, and Galápagos sharks — are inquisitive animals, not hunters treating divers as prey.

Standard guidance from experienced Galápagos dive operators:

  • Move calmly and deliberately; erratic or fast movements create alarm
  • Do not touch, chase, or attempt to ride any shark — it is illegal within the reserve and deeply disrespectful to the animal
  • Avoid spearfishing entirely; blood and struggling fish provoke opportunistic feeding behaviour
  • When Galápagos sharks become persistent (a recognised behaviour at dense-population sites), your guide will manage the situation — remain still and follow instructions
  • Hammerheads are skittish around sound and movement; stillness is the single most effective technique for close observation
  • No shark encounter in the Galápagos should be described to travellers as ‘dangerous’ in the popular media sense — it should be described as a privilege that demands respect

Conservation: Threats, Enforcement, and the Research Frontier

The Marine Reserve — Protections and Limits

The Galápagos Marine Reserve’s framework prohibits commercial fishing within its boundaries and has demonstrated measurable success in protecting coastal resident species. Giant tortoise populations have recovered; sea lion colonies are stable; reef fish populations are substantially more abundant than in unprotected adjacent waters. For sharks, the picture is complicated by migration.

Scalloped hammerheads and whale sharks are not resident. They enter the reserve to feed and aggregate; they leave it to travel migration corridors that run through some of the most heavily fished ocean on Earth. Research by the University of San Francisco de Quito and international partners has mapped these routes and demonstrated that full lifecycle protection of these species requires international co-operation, not just domestic reserve management.

Illegal Fishing and Enforcement

Between 2018 and 2020, GNPS enforcement recorded 136 unauthorized Ecuadorian industrial fishing vessel interceptions within the reserve. In 2017, a single Chinese vessel was seized carrying over 6,000 sharks. Illegal finning operations specifically target shark fins for Asian markets where demand remains high despite international prohibitions. So-called ‘nanny ships’ — larger vessels hovering just outside the reserve’s boundary — dispatch smaller, harder-to-detect boats into protected waters.

In 2022, Ecuador expanded the reserve by 60,000 square kilometres, part of a four-nation (Ecuador, Colombia, Costa Rica, Panama) effort to create a migration corridor in the eastern Pacific. The expanded zone includes no-take areas and responsible fishing zones designed to cover a higher proportion of whale shark and hammerhead migration routes.
